Prof. Zarkovich has insisted for years on the need for an improvement of statistical education in the world and a large-scale promotion of research. In this booklet various aspects of the related problems are presented. Statistics has made an extraordinary progress since the last war. The theory has created many new tools for the improvement of work. The electronic computers have made possible a great revolution in data processing. The United Nations took over the responsibility for the promotion of data collection. As a result, in a short time a flow of essential data was secured from all the countries. The knowledge of the world and its problems was thus considerably broadened. However, this progress is essentially the privilege of a small number of developed countries. The less developed countries will benefit from the achievements of this progress if arrangements are made for a systematic improvement of statistical education and a world-wide promotion of re-search. These aims can only be achieved if the participation in the development process is secured of the statistica! profession itself or the international professional associations. These associations keep in their hands all the necessary know-how. However, they need and adjustment to the basic achievements of the present world. They have to recognize differences in the statistica! aims of different regions and the right of each region to have its own promotion programmes. They also have to accept equa) rights of all the regions in the direction of matters of common interest. This is why Prof. Zarkovich has been involved for years in the action for a modernization and a democratization of professional associations. This booklet shows some glimpses of the action taken.
